The Dutch regulator Kansspelautoriteit (KSA) has reprimanded Jacks.nl for ‘untargeted advertising’ via the Professional Darts Corporation (PDC).
The regulator reached out to JOI Gaming Limited, the owner of Jack’s Casino, after reports that the company’s logo was featured on the website of the PDC along with a link to the Jacks.nl website.
Under the KSA’s guidelines, solely displaying the Jack’s Casino logo would have been allowed. However, including the link constituted an infringement as this is classified as untargeted advertising of online gambling through a public website.
According to the KSA, Jack’s removed the link immediately once the company was made aware of the situation, but the regulator emphasised that it is the responsibility of licence holders to comply with laws around advertising.
“The regulator checks whether providers adhere to these rules and deploys the most effective intervention to ensure a fair and safe gambling offering,” a statement added.
Not the operator’s first rodeo
This is not the first time that Jack’s has been in hot water with the KSA, as the operator has twice been forced to pay penalties of €400,000 for violations.
In 2023, Jack’s was found to have targeted young adults aged under 24 after promotional messages were sent to its entire customer base.
Meanwhile, the firm also found itself in breach of rules surrounding the use of role models to promote online gambling after celebrities were used to promote the Jack’s Racing Day in 2023.
According to the ruling, which was only released publicly in 2025, role models were featured across the operator’s social media, signing caps with the operator’s branding and also pictured with hostesses wearing clothing with the Jack’s logo.
Renewed advertising focus
The KSA continues to ramp up the regulation surrounding gambling advertising in a bid to protect consumers.
Since July 2023, operators have been banned from ‘untargeted mass-market gambling advertising’ across all Dutch media channels. A 2025 update also prohibited sports sponsorship by online gambling brands.
As part of the reforms, the KSA recently announced a checklist operators must undertake prior to a marketing campaign being signed off on to ensure that all targeting requirements are met.
Key considerations that must be made include seeking confirmation that every advertising channel has an accessible opt-out mechanism and documenting the application of ‘best available measures’ to exclude vulnerable groups.
Alongside Jack’s, operators such as Bingoal, Hillside Media (bet365), BetEnt and TOTO NL have received €400,000 penalties for breaching advertising rules since 2023.
